Anna’s Hummingbird

Here’s a male Anna’s Hummingbird (Calypte anna)
I’m unable to explain the feathers on it’s gorget and head, but to say it must be moulting. Getting ready for Spring!
I’d be happy if anyone could tell me for sure!
