Is it a Boy or a Girl?

I initially thought this was a breeding female then someone corrected me in one of my Facebook groups and said it was an immature male, but the more I look at it I still think it is a breeding female. The non-breeding immature females I know are mostly yellow and look nothing like this, but the breeding females I thought look more like faded adult males.
