Grebes are easier to get close to than most other waterfowl. They tend to move in consistent patters, and when feeding near shore will spend most of their time diving underwater. This allows the astute photographer to wait until the grebe has dived and then approach close to where the bird will likely appear. By staying still, the grebe was unbothered my presence, allowing to get numerous good images at close range.
