I’ve wondered that myself. Typically it is a low-lying area that can get flooded either by rain or waves lapping over the crest of the shoreline. Hence a puddle that expands because of a flood. They can either dry up at times or get too much water but in either case they are not conducive to shorebirds (who like to walk through shallow water). So yes, a combination of a flood and a puddle.
